The last date of linking PAN & Aadhar was 31 March 23 and has beenextended to 30th June 2023 after payment of Rs 1,000 penalty. The date has been extended multiple times in 2020, 2021, 2022 also. However, after 31 March 2022, a non-refundable fee of Rs. 500 was applied for PAN & Aadhar linked till 30th June 2022 and a fee of Rs. 1000 for PAN & Aadhar linking after 30th June 2022.
There are numerous PAN Card which are bogus and used for money laundering, to the tune of thousands of crores (maybe lakhs of crores) every year. There are also PAN Cards made by fraudulently using KYC’s of others. If the PAN & Aadhar is linked then the bogus PAN cards will be seeded out.
If the PAN & Aadhar are not linked then the PAN may get frozen and you will be treated as if you donot have a PAN at all.

Generally, the payment takes 24 hours to get updated with IT Department systems and you should be able to link your PAN & Aadhar after 24 hours of making the Penalty Fee.

If you are an NRI or a OCI, it is advisable, to make an NRI Declaration to the Income Tax Department so as to avoid your PAN Card getting frozen. For any help with NRI Declaration you can click here.
If you are an NRI & have an Aadhar, then it is generally advisable, to go ahead and link both, to avoid any challenges later.
If you are not filing your Tax Returns in India or if your PAN is not an NRI PAN, then it is difficult for the Income Tax Department to know that you are an NRI. There are high chances that your PAN may get frozen.

Earlier there was a restriction for NRI’s & OCI’s however, in 2019 the Government has removed the 182 days clause for NRI’s.
Hence, NRI’s (holding an Indian Passport) can enroll for an Aadhar whenever they want. OCI’s (NRI’s holding non-Indian Passports) can enroll for anAadhar if they have stayed in India for more than 182 days.
